Ah ... you made the same mistake I did. Though it's very Dylanesque, it's not a Dylan song. That song is by Steeler's Wheel and it's also in the movie "Reservoir Dogs", where it plays on the radio during "the cutting of the ear scene". If you haven't seen the movie, do see it. It's an amazing movie.
